学術交流協定調印のため、香港教育学院を訪問してきました。

2008年5月21日から23日まで、香港教育学院（Hong Kong Institute of Education,HKIED）との学術交流協定締結のため、同大学を訪問してきました。

21日の10時過ぎに、中部国際空港を発ち、2700kmの行程を4時間で飛びます。時差は1時間ですので、午後1時過ぎの現地時間に到着です。香港の空港は、以前は、町の中のビルの谷間にあるスリリングな空港でしたが、今から10年前の1998年7月に、新たにランタオ島に新国際空港が誕生しました。空港から市内には地下鉄が走り、九龍駅までは、所要時間30分、料金は70香港ドル（約1,050円）でした。空港はとても大きく、帰りには、入り口から一番遠い48ゲートまでは動く歩道を使っても、20分はかかりました。香港は、昔と同様、街に活気があふれ、レストランでは、広東語が大きな声で飛び交い、お昼休みのハンズと同じように感じました。四川大地震の後で、あちこちで募金箱がある一方で、「One World One Dream」のオリンピックの標語があふれていました。香港も中国の一部であることをこのときだけは感じました。

さて、香港教育学院は、香港郊外の大哺市にあり、九広鉄道大哺駅からバスで10分の高台にあります。バスが頻繁に出ていて、片道料金は4.3香港ドル（約70円相当）です。大哺駅近くのバス乗り場から空港まではバスで1時間、バス料金は13香港ドル（約200円）です。九龍駅から大哺駅までは、電車で40分くらいでしょうか。料金は8香港ドル（約120円）。概して、交通料金は割安ですが、食料などは、日本より若干安いという感じでしょうか。

大学は、あと10日で3ヶ月の夏休みに入る直前の時期でした。愛知教育大学から、私と外国語教育講座のA.Robbins教授、A.Ryan准教授、国際交流室の鈴木さんの4人で訪問しました。本協定は、本学にとっては16番目の協定で、香港の大学ではもちろん初めてで、HKIEDにとっても、日本の大学との協定は愛教大が初めてということです。最初に迎えてくれたのは、国際教育センター長のP.Bodycott准教授とセンターの方々でした。RobbinsさんとRyanさんは既知らしく、今後の学生の交流などで話が弾んでいました。その後、学内をコミュニティーセンターの方々に案内してもらい、調印会場である、事務局の建物に向かいました。

HKIは1994年に5つのブランチがひとつに統合して現在の地に移ったもので、建物は新しく、さまざまな施設を含め、大変立派でした。また学内には、大きな同じ建物のひとつとして、500人ずつが住む三つのゾーンがあり、1部屋を二人の学生でシェアしており、合計1500人の学生が居住できるとのことでした。また、図書館は、「ラーニングセンター」の名称で、休日なしの24時間開館していました。また、HKIEDは、語学芸術科学学部と教職専門幼児教育学部の二つの学部、及び修士課程（MEd）と博士課程（EdD）を有しています。学部学生数は、フルタイムの学生が3500人、パートタイムの学生が3500人で併せて7000人の学生が在籍しています。

学長は、張炳良教授で、今年の1月から学長に就任された会計学が専門の方です。調印式は学長室近くの会議室で、23日10時半から11時半までの1時間行いました。最初に双方の学長でメッセージを交換し合い、その後用意された協定書に双方の学長が署名し、両大学の記念の品を交換しました。日本からは、富士山の蒔絵の写真たてや、杜若の七宝焼きの皿などを贈呈しました。

以下は、調印式で述べた私のメッセージです。

On behalf of Aichi University of Education（AUE）, I would like to express our honor to be making an agreement to develop the exchange program on research and education between our university and Hong Kong Institute of Education.

At first, let me introduce myself. My name is Masahisa Matsuda and my research field is theoretical physics, especially elementary particle physics. I have been the president of AUE since 1st, April, this year. So I am the start of six year period in this position. In fact, this is first commemorative visit to an overseas university since I became president.

This agreement with HKIED is our 16th relationship with an overseas university. AUE is located in central Japan in an area called Aichi Prefecture with a population of 7million. Aichi’s leading city is Nagoya, but equally famous city is Toyota city near our university.

Our university, which is one of 11 universities of Education in Japan, has almost 60 years history. After World War II, our university was established by merging mainly two educational colleges in Aichi prefecture in 1949 according to a revision in the higher education system in Japan. We currently have 4,000 full time undergraduate students and 300 Master Course students together with 270 academic and 150 administrative staff. We also have 7 affiliated schools which are invaluable for students practical training. They have 3,500 pupils with almost 200 teachers. In fact, we have altogether 8,000 students and pupils with almost 1,000 staff including part-timers.

Let me tell you something more about our students. The 70% of them are engaged in teacher training courses. Most of them become elementary and junior high school teachers. The other 30% students study contemporary liberal arts and sciences. Actually some of these become teachers, but the majority work in private companies and civil servants. Both the rate and number becoming teachers from our university are the top level within 47 national universities and faculty of education in Japan.

By the way, we are now facing a number of challenges. These include preparing students for introduction of English as a formal subject at elementary school. However, the greatest challenge is dealing with the declining birth rate and demographic change in Japan. Therefore, we are increasing focusing on in-service teacher training, as Japanese Government decided that teachers must undergo what can be called a ‘re-certification of their teacher license’ every ten years. In Aichi prefecture that involves 5,000 to 7,000 teachers a year.

Thus, we will very much welcome sharing our experiences in such issues. We look forward to achieving this by the exchange of both of students and faculty in the coming years.
